Notice is hereby given that Statements of Interest (SOI) are requested together with Statements of Qualifications (SOQ) for furnishing professional planning and engineering services on the following projects.  SOI/SOQ shall be submitted via email to LCDOTBidInfo@lakecountyil.gov following “SOI/SOQ Submittal Instructions” on our website: www.lakecountyil.gov/653/Consultant-Selection

Section No. 18-00999-49-BT Lake County Bike Path Signage Study

This project involves the development of a Countywide Bike Path Signage Study for Lake County DOT bike paths and future paths as shown on the County’s 2040 Transportation Plan.  Currently the County has limited wayfinding signs on the existing paths.  The consultant shall review national standards such as MUTCD, FHWA, and AASHTO as well as current practices of other agencies and provide recommendation for guidelines and standards to be used in Lake County.  The study shall help determine the appropriate types of signs such as wayfinding signs, mileage markers, path names, regional destinations, develop branding for these signs either countywide or path specific, and provide suggestions for other amenities such as kiosks/information booths, garbage cans, benches, etc.  Opportunities for involving other agency owned paths such as municipal, park districts and forest preserve paths should also be considered for inclusion.  This project will have a public involvement aspect such as meetings, surveys or other forms of outreach to the general public and stakeholders to gather input on items along the paths that are helpful for bicyclists.  Different ways to integrate emerging technology should be explored such as integrating the Bike Lake County App and providing QR codes on signs linking users to maps and other helpful links.  The study will also include a phasing plan giving priority to the most heavily used paths and construction budgeting.  This study will be funded with local funds, but consideration would be given to using a federal fund source for construction and implementation of the signs.

Respondents shall include in their SOI reasons why the study is suited to the capabilities and qualifications of their firm.  Firms should reference their proposed project team and similar projects or studies in scope that have been completed. Preference will be given to multi-disciplined teams with a strong planning focus but also able to draw on knowledge from engineers in the transportation industry. The SOI shall be accompanied by a brief description of why they should be chosen for this project.  A current IDOT prequalification listing shall also be included with the submittal.  Statement of Qualifications should be concise and directly relate to the project of interest (maximum of 10 pages total).

The County, in accordance with the laws of the State of Illinois, hereby notifies all firms expressing statements of interest that it will affirmatively insure that the contract entered into pursuant to this advertisement will be awarded without discrimination on the grounds of race, color or national origin.
