Lake County Sexual Assault Coordinating Council

The Lake County Sexual Assault Coordinating Council was established at the request of the Lake County State's Attorney, in conjunction with the Zacharias Center, the Lake County Chiefs of Police Association, the Regional Superintendent of Schools and the Chief Judge. Membership in the Council and its governing board is determined by these by-laws as ratified by resolution of the Lake County Board.
  

The purpose of the Lake County Sexual Assault Coordinating Council shall be as follows:
  

  1. To promote effective prevention, intervention, and treatment techniques concerning sexual assault and sexual abuse;
  2. To develop a comprehensive, county-wide protocol for the investigation, prosecution and successful resolution of sexual assault and sexual abuse cases;
  3. To provide training for law enforcement and treatment providers and maintain best practices in their specialized field;
  4. To promote and effectuate cooperation, communication and coordination between the courts, agencies, departments and individuals handling sexual assault and sexual abuse cases.
  5. To develop and promote effective community awareness and education about
    sexual assault and sexual abuse.

The duties and responsibilities of the Council are:
 

  • To enhance the ways in which agencies, departments and the courts in Lake County respond to sexual assault and sexual abuse in order to improve that response and make it consistent at every level.
  • To make recommendations to the County Board, agencies, departments, the courts, and others regarding improving the response to sexual assault and sexual abuse.
  • To develop a protocol for dealing with sexual assault and sexual abuse which shall include appropriate methods for handling sexual assault and abuse cases by police agencies, the State's Attorney, the court system, and all agencies represented on the Council.
  • To encourage and promote public education regarding sexual assault and sexual abuse.
  • To provide a forum for the presentation of interagency recommendations and the resolution of disagreements relating to the contents of the interagency agreement or the performance by the parties of their respective obligations under the agreement.
  • To form committees to accomplish the purposes and to fulfill the duties and responsibilities of the Council.
  • To review and recommend legislation that relates to sexual assault and sexual abuse.
  • To encourage the initiation of new programs and support ongoing programs that address sexual assault and sexual abuse, especially those promoting prevention and early intervention.
  • To ensure that the activities of the Council do not conflict with those of other Boards, commission or councils in the county. The Council shall endeavor to cooperate and coordinate with any bodies with overlapping jurisdiction.
